Sounds like the cones hotline

Or that time that the UCI asked all the riders to sign an anti-doping pledge.

I suppose the idea is that Pat can now find out who is about to break omerta and can denounce them before they speak in the press. (And arrange a positive test or two)

I was of the understanding that UCI (AKA V.I.A.L. - Velocipede International & Local) had taken significant steps in addressing anti-doping by changing its telephone number and printing new business cards!
