Hadn't noticed that there were three non-Olympics. Maybe the rules have changed. There might be a glimmer of hope.

The UCI also said they were reinstating one event to the Olympic program. They said either the pursuit or points. My guess is the pursuit. How far in to the Olympic cycle do they make decisions?

I won't try to second guess the UCI on which (if any) event they add.
One thing for certain is that no more athletes will partake in the
Games, i.e. any new event will likely be restricted to riders that
are already in either the team sprint or team pursuit.

I think in the last Olympic cycle the UCI were still tweaking rules,
mainly the complex qualification protocol, until two years out
from London, but that doesn't mean anything this time around.

I, for one, am a big fan of the Omnium as it is now currently run,
but I think the Keirin has to be tweaked slightly... perhaps two
laps less behind the bike for starters because very little, if
anything, ever happens until the last half lap behind the bike.

I am pretty sure that they were going to try and bring the women's pursuit into line with the men's one i.e. 4 riders, 4k and three must finish. Or did I just make that up?

You are correct. The women will ride a 4-up 4 Km starting
after the 2013 World Champs this February in Minsk.

A news release dated 02.02.2013 on the uci.ch web-site says
they are submitting a proposal to the IOC to add points races
to the Olympic program for 2016. Many other web-sites and
publications are speculating about other changes to the track
program, but without any source or evidence presented.
