Cipo did it on the flat stages fairly regularly. One has to the force of personality, charisma, palmares, a strong team all combined with the desire to take on that role.

Really? On the Tour? Can't really remember that to be honest, or in stages that didn't matter and that were going to be a sprinter snoozefest mayb? A patron would have to be from a team in a GC winning position, if not it's not for real ;-)
