The test doesn't come back positive until quite a while after the day the sample is taken.
So, for that to be possible, one of these would have to be true:

- Ban is 4 months from the date of the positive being communicated to the rider. Less than 4 months before Oro y Paz so he wouldn't have ridden that. Of the 12 colombians at Milano - Torino 2017 every single one was riding at Oro y Paz or earlier

- Ban is backdated 4 months from Milano - Torino. No riders have been stripped from the results of Lombardia, Guanxi or Turkey so the rider did not ride any of those, which only applies to Ivan Sosa. And it can't be him because the guy making the claim claims it's someone important

Conclusion: Likely not true

the results maybe havent been stripped yet because it was a silent ban?

It seems that in the past few years, someone gets done just before the TdF. A warning shot to other riders maybe. With Mr Froome's problems, one more case might be one too many.

Or the CADF do more testing in the lead up to the Tour...

Jamie Roson put on non-active status at Movistar because of adverse findings in his blood values in january 2017, when he was still at Caja rujal.

Presuming there's a need to monitor subsequent tests following the anomaly to prove that it was indeed an anamoly...

It's because of how it is identified as an anomaly - by comparison with subsequent tests. Then you need to go through the back and forth between UCI and athlete (cf Kreuziger) and only then do you hit the public status stage.

So, when he was hired Movi doctors and management just looked Roson in the eye and asked him if he is clean. He said yes.

Was? Most of them are still there

I'm not talking about the ones from 2017, I'm talking about 2015-2016 Caja Rural, so Rosón, Bilbao, Fraile, Carthy, Barbero, Mas, Prades, Lasca... Rosón's result is from January 2017.
