I have never heard of such an approach.

The first decree/law that implemented that approach was introduced in 2003/2004, so it's already know. The reasoning behind it is probably that you only have to take a short look to realize that the medication is on the banned list and so athletes no longer have any excuses when it comes to medication positives, you can no longer use that as an excuse.
Back to Bardiani, getting a Giro wildcard after the 3rd positive will be really hard, after a rather poor season and the 2 pre Giro positives getting one was already pretty hard, but now it will be even harder, I think that they'll miss the Giro.

With the team relentlessly winning everything this season, its a good thing we are taking a couple of dopers off the roster. Leaves better chances for the clean teams.....
