I don't think Frank can win but a late callup isn't the end of the world when you look at the parcours. You could argue that there's next to no decisive stages until the end of the 2nd week.

because they are probably exploring the giro stages they couldn't do earlier because of the snow

I wouldn't mind if Frank won the Giro, he's been getting on my nerves lately, but still his brother is ten times more annoying.
