As far as I know this is the Fundacion Euskadi, the umbrella organization for (nearly) all things cycling in the Basque country. The professional team Euskaltel is splitting from the organization (in effect in 2013) and the two parts are not that friendly anymore. All equipment is still in ownership of the Fundacion, but Euskaltel used it and was expected to take over all buses and vehicles, but couldn't agree on the price. They're now threatening to buy old ONCE equipment instead, leaving the Fundacion with a useless fleet and no money, as Euskaltel took all commercial sponsorship with it and the Basque government is cutting on sponsorship for the Fundacion.

In part, the UCI point system might be to blame (Euskaltel hiring non-Basques et al), but I think it's mainly an internal row over a change in philosophy. Nasty, but unrelated to clinic issues.

That would be a reason to continue the policy. Stupid laws don't do what they're supposed to do (curb racism), but rather just make life of employers and employees alike more difficult.

It's based on nonsense, as EE doesn't have any wage payments problems. Therefore, your post could as well contain a picture of a motorway in Saudi Arabia and it wouldn't be less relevant.

So OP's post was wrong about wage issues?Btw, I really like watching Euskaltel as most of their riders try to do something all the time (Like 5 times more than other teams) even though it is pretty much for nothing most of the time

So even if a team already has a licence for the next year AND is within the top 15, they still get evaluated on the financial, ethical and administrative criteria?

Looks like it, but I doubt those criteria will have any influence once a team is in the top 15. In the past we have had teams with riders testing positive and salary payments problems that got a license. If those issues doesn't count against getting a license well dunno, perhaps bribes......
