That has less to do with them, but how cycling has developed. Every rider has team radio now, and drivers are told to run by wattage, not what they feel like. It's as simple as that: micromanaging riders has yields better results.

I doubt that Roglic will be in the break. This is one of those stages where the break can easily end up 15 or more minutes ahead of the peloton, so no rider with less than thirty minutes on the yellow would be allowed into it, at least if the teams' tactitians are worth their salary.

You would have to scout, prepare and secure the alternate route. You have to provide amended roadbooks to all teams. When the authorities tell you 24h before the actual stage that they're closing off some roads for you, you might not have the time.

Exactly. There'll be whole convoys of farm vehicles milling about today, transporting what effectively amounts to bio hazards. You can't hold a cycling race in such an area. And more importantly, they don't want thousands of spectators lining the roads.
