Yeah, I think its a three motions, the last one is the index finger "cutting" the throat, or slicing.

Hey On stage 14 David Millar did a gesture where he cut his throat to show that he's finished. What is that called, think it has a special name. He did it hit about 12kms to go and just before Simons attack.
