There are regions in France where the racing is completely geared towards climbing-others less so, agreed. Italy and Spain for sure more, but no shortage of climbing races in France. They also have more races overall than Spain, not sure about Italy though.

But not cycling oriented like the Basque Country. Sports is general, it's not cycling. Finland and Canada love ice hockey....but they don't produce much in the way of pro cyclists overall.

Well, given the number of Aussie pros and the fact that they can field more than 40 elite riders at a race, it's clearly not an anomaly at all. Slovenia on the other hand, not so much. So, if you're looking for a red flag, that's probably not it. Not that you might not find others in Australia...
