I guess the difference might be that both Astana and Katusha more or less are nationally run cycling projects. Both teams are heavily backed by the governments in respective countries. As far as what has been speculated on regarding the team from Luxembourg, it is purely a private project.

I wonder from what side they will climb the Galibier? Usually climbing the Galibier has been pretty uneventful when it has occured in the Tour. It is not steep enough. But it could be that they will climb it from another direction this time...

He will most likely ride for the new team from Luxembourg. At least that is my guess. He has said it will be announced in a couple of weeks, the same time when everything about this new team will be announced. So I simply don't think the timing is a coincidence...
