Does CONI have jurisdiction? I prefer that justice be served but does CONI have jurisdiction over a Spanish rider? Maybe a ban from competing in Italian based events such as the Giro or Milan San Remo? I dont think the Spanish have to honor the CONI judgement? At any rate it doesnt look good...
