That'd be my suspicion. Ever since Bjoergen started using asthma meds right before the 2010 Olympics she's been superhuman. It's hard to believe asthma medication alone would make that much of a difference. Also, athletes are supposed to decline by the time they're in the late 30s. But not...
The article should have mentioned that Bjoergen made her remarkable transformation from a great skier to the GOAT right after she started taking asthma medicine before the 2010 Vancouver games. Giving Bjoergen the benefit of the doubt, maybe she actually does have asthma and it was the asthma...

Jessie Diggins on the other hand, while well toned, isn't ripped, and while she's a great sprinter, unlike the muscle bound Bjoergen, she's not a dominant distance skier too.

It would basically be a CYA to show the UCI was doing its due diligence to protect riders from themselves. if a rider exceeded the sanctioned limits and dies, it'd be his or her own fault.

Every since she got that TUE to use asthma medication just prior to the 2010 Vancouver Games she's been lights out. I don't know what's going on, but it's rather peculiar for one person to be that much better than everyone else, and for so long! Keep in mind the second best female skier...
