My interpretation was that any riders at continental level or higher couldn't ride in the U23 category. They used to do that down here (Australia), but separated the races after Will Walker's solo win.

I've got the National Championships conundrum here. Fernando Barceló 10th in the TT from Hazallanas to Sierra Nevada but including the U23s would push him down to 11th. (CQ has the results combined)
