He does have better recovery, I think that is pretty clear from this Tour, but the difference wasn’t big enough. Also maybe on a good day he can beat Pogacar on a hilly TT. But yeah, Pogacar doesn’t really have any clear weaknesses Jonas can exploit.

The attack seemed desperate and meaningless, I don’t understand why he was allowed to waste his energy on things like that today, when he could be of use tomorrow.

Worrying for Tadej that he couldn't even gap Jonas here. These climbs are Tadej's bread and butter. Good for him that he gained so much time on the TT, and will likely gain more on the mountain TT, so he doesn't have to ride aggressively in the high mountains.
