2013 Tour de France CQ game

Pretty much as before:

Rules
Team of exactly nine riders. Teams with fewer riders will be filled out with cheapest riders available (if two or more riders are the joint cheapest, the rider whose name comes first alphabetically shall be used). If quota of nine cannot be reached in this manner (eg, 8 riders totalling exactly 4000, no free riders starting race) team will be disqualified.

Riders selected who do not start the Tour, or who are excluded from the game because of a ban (see below) will be replaced, if it is possible within budget, by the next most expensive from their own team otherwise as above.

Where a team has nine riders but is over budget, the cheapest riders selected will be replaced according to the same principle.

Teams with more than 9 riders will have their most expensive pick(s) removed from their squad (That should make sure no-one tries that!)

Budget
I propose that as last year, the budget be set at 4000 points.

Price of riders
CQ current score as at 23rd June, with points accumulated over 12 months leading up to that date, for which the update file that CQ release on Monday 24th will be considered definitive.

I've posted a downloadable Excel file file based on the most reliable team listing I can find (but this might of course change, and the Garmin team still seems unconfirmed.


Rider eligibility
As previously, any rider who has been under a ban for any part of the period during which their price is calculated is not eligible.
I believe that the effected riders due to ride are: Rasmussen, Danielson, Vande Velde, Contador. Perhaps others could assist in providing other names.

Submitting your team
By personal message to me.
It would be convenient if your team is listed in decreasing price order (i.e. most expensive first)

Should my inbox fill up, there is a facility for sending to my e-mail on the profile page: please only use that as a last resort.

Deadline
Saturday 29th May 1100 BST/1200 CET (Official start time of the race)

Scoring
Points issued according to the points tables of CQ (column GT1). Note there are no points issued for the young rider category.

Per the precedent set in relation to Di Luca and Santambrogio in the 2013 Giro, riders sanctioned for doping offences shall retain their points for the purposes of this game unless the CQ website removes them before publishing the final result on the final day of the race (which seems most unlikely)

Looking forward to getting my team together. :) Shame can't pick Contador, he would definitely have made my team easy after the success Nibbles brought in the Giro.

Now to decide on picking Froome or not...hmm...

Need to learn from my mistakes from the Giro game. The main one was not having Nibali though, and I don't want to spend half my budget on one guy this time either :(
 
Pierre Rolland's licence was withdrawn for 8 days: should we consider him to have been suspended for part of the qualifying period and so ineligible for selection?

Are there others who should been ineligible that I have not mentioned in the OP? Thanks for any help.

In my opinion, no, I assume (correct me if I'm wrong) that the no dopers rule is to stop riders being picked up on the cheap, given he only missed 8 days and no races he would have been in (I think), his value is not artificially deflated.

I thought probably not: that very short poll is sufficient to confirm it. Some of the suspensions that covered the Giro qualifying year were also very short or essentially out of season, so made very little difference to points, which is why I checked, but if the reason is health, then that covers it. Thanks.

I have highlighted riders currently listed at cyclingfever as due to start, and those that i am aware of that are ineligible as below. I'll try to do a new version next week with the new prices and near finalised team lists.
