Clearly this is driven by Richie 'jonah' Porte who despite having all the gifts to be a multiple grand tour winner, never mind standing on the podium is once again lying at home with his dreams in tatters.
Who are the other racers who never managed to put it together despite having all the gifts. I have a feeling that there will be very few who were as talented as Porte. G needs to put it together soon out of current racers to avoid getting in the club.

Phil Anderson, 5th twice in the Tour.
Pascal Simon, never higher than 7th.

I'd say Pozzovivo has a way better GT resume than Porte even though the latter is more talented overall (whatever that means if you can't stay on the bike)
and let's not forget Pozzovivo's nice LBLs and Lombardia

Porte’s stage racing palmares are on a completely different level to those of Pozzovivo.

If we're talking about stage racers overall and not only gt results one could also mention Spilak.

yeah career overall Porte is obviously superior. Pozzovivo doesn't win stages at all :D
Pozzo is more consistent but Porte had higher peaks

I'm not a historian, but my instinctual reply is Sagan.
I know he's not a mountain goat, but it is astonishing the amount of times you see him near the front of a race.

Yeah, I'd back Zubeldia, if you were to focus on non grand tour results Dan Martin is probably my choice

how about De Vlaeminck as a surprise factor in this? Won a lot of 1 week stage races (6x Tirreno, 1 Dunkirk, 1 Suisse, 1 Catalunya, 2x Sardegna, etc.). GT GC results not nearly as good but once managed a 4th at the Giro.

Is it Soukhoroutchenkov?

I think it's one of the Russian riders in American Flyers.

Steve Bauer came close with no cigar.
I remember him wearing yellow for a ton of stages when he was told to give up his bike to Andy Hampsten when he flatted at a critical stage of the race.

Michael Rasmussen.

If only he could time trial… I think whoever edited the Wikipedia page for the 2005 TdF said it best:

Michael Rasmussen: Defending his third place did not work out too well. Nearly everything that could fail, failed.

This is a tough one as pretty much every half decent gt gc specialist has a podium. I mean freakin Uran has three 2nd places. I therefore think that Porte is actually quite a good pick as it's quite rare to be so physically talented yet never get through a gt without bad luck or crashes even once. Still I'm not exactly feeling sorry for the fact that he hasn't been on the podium. I'm still disappointed in him and Adam Yates when they didn't even try to attack Quintana on stage 20 of the tour 2016 (especially Porte who was miles better than Quintana on the mountains that year). If you one chance and completely ignore it it's your own fault.

Rasmussen's palmares is fairly bland actually, I don't think he should make even close to a top10 in that list.
