CLEANS PR in the post-Festina period

I found this gem from Tour director Leblanc from July 1999, i.e post-Festina.

Leblanc says EPO is almost gone from the Tour
Jean-Marie Leblanc estimates that EPO has almost or perhaps disappeared from the Tour

I could use some help gathering similar clean-cycling PR statements from riders and cycling-related folks from the post-Festina period and compare it to the PR from, say, 2007 onwards, when everybody stopped doping and when guys like Vaughters really started to sway the CLEANS! PR scepter.

think he means, 10-15 poh-cent of the field is dirty, but he underestimates this by about 80-85 poh-cent.
