The cycling press always seems to know whose contracts are coming to an end this year. How do they know? Is this information publicly available for the Pro Tour (or other) teams?

I think it's the job of press agencies to keep that information readily available. It's not that complicated I guess, especially not when it's your actual job...

Whenever someone signs a contract, they always release a press release, saying he is going to ride for the next X years for team Y. If you just keep track of that, it shouldn't be hard to figure out when someone is in his final years.

I'm pretty sure each contract has to be ratified by the UCI, to make sure all parties have signed and there are no outstanding issues or salaries.

So the contracts would be at the UCI, and available to be accessed by certain people; you would just have to know the right people.
