Documentation of Livestrongs sponsorship deal for Armstrong U23 license?

A few months ago I specifically remember reading in the livestrong financials that Livestrong is paying $250k/yr for their share of sponsoring Lance's U23 license with Bontrager. I can't find it now. Anyone else familiar with this? I bring it up because I've been having arguments with people that it's another part of Lance's fraud. i love cycling but no way should LS be putting money towards Lances team, especially one that does not generate $1 Million dollars worth of ROI in "awareness" over the past 4 years.
