2 sentences in and we get this:

-most numerous vehicle on the roads????

-major means of everyday mobility????

Word choice is not his strong point

clearly no one proofed this before he submitted it

zzzzzzzzzzzzzzzzzzz

I don't understand your objection to his word choices in these two examples.

Maybe you've been reading too much Bicycling magazine.

Your objection is to "most numerous"? That's perfectly good English.
It's a succinct way of saying "having the greatest number".

For over 3 million uses of it on the web, see here:
www.google.com/search?sourceid=chrome&ie=UTF-8&q=%22most+numerous%22

In case you think all of those are translated from Indian as well, how about 860,000 examples from books:
www.google.com/search?q=%22most+numerous%22&btnG=Search+Books&tbm=bks&tbo=1

Or 139,000 examples from scholarly works:
scholar.google.com/scholar?q=%22most+numerous%22&um=1&ie=UTF-8&sa=N&hl=en&tab=ps

Add "sentence structure fail" to what? What sentence fails sentence structure?

Sorry to be so pedantic, but I would just hate to see someone discouraged from reading this outstanding paper due to such a dubious assessment of how it's written.
