I thought there had to be a 2 second gap before riders were given a different time ?

I believe a clear one second gap between riders is sufficient.

I'm saying that riders within 2 seconds of eachother on a Stage, used to be given the same time. But the Giro is separating gaps on the line by the single second (as above).

And I'm saying that the stats you've given are for the GC standings after that stage, and not the stage results

And I am saying the rules require a 1 second gap measured from the back of the wheel to the front of the next rider (using Photofinish video)

And so does the UCI

UCI regulations 1.2.107 said:
When several riders finish in a group, all riders in the same groupe shall be credited with the same
time.
If there is a difference of one second or more between the back of the back wheel of the last rider
in a group and the front of the front wheel of the first rider of the following group, the timekeeper-
commissaires shall give a new time taken on the first rider of this group.
Any difference of one second or more (back wheel – front wheel) between riders implies a new
time.
