Good summer destinations in Europe?

Hello all!

As the weather is getting worse and worse every day where we (me and my gf) live (rain, thunderstorms, strong winds on most days) we are looking for a nice road cycling destination in Europe. I would like to avoid Canary Islands as we spend the winter there and it's not ideal in the middle of the summer there anyway.
What we like:

1)Not too hot
2)Mountains
3)Nice roads with not too much traffic
4)Internet access (I don't need broadband or anything super reliable but need some internet for my work).

Nice to haves:
4)Walkable/liveable town
5)Near the sea/lake
6)Rental car not needed

Usual suspects (Mallorca, Calp, Sierra Nevada, Girona) are very hot right now. I would like to try Alps but looking at the forecast I see rain every day there.
I wonder if there are any places with relatively high probability of decent weather in July/August. My dream is a small town in the mountains which isn't that hot (because of the altitude) with many cycling routes starting nearby (I can rent a car but it's better if it's not needed).
It's very nice if it's a cycling destination (because of shops, cycling friendly hotels) but it's not strictly needed. We are bringing our own bikes and can rent a car if needed.

Any recommendations, preferably with specific towns I can look into?
 
Oviedo, Bilbao? Asturias would be a no-brained for me, at the moment.
Ps: canaries are never overly hot.
Girona is still okay-ish for riding in the morning, chilling in the afternoon.
Annecy is a personal favorite, and the weather’s improving in a couple of days, + some “rainy” days can actually prove to be very comfortable (in terms of the amount of sunblock you don’t have to use, and I like to climb when it’s a bit chilly).

The forecasts in the Alps tend to be misleading - there’s a near-constant threat of thunderstorms in the summer, so the forecasters seem to predict rain at all times to cover their backsides!! Though if you are hit by a storm, you’ll probably need to find some cover for half an hour!

A couple of other spots to consider:
- The Black Forest in Germany. Freiburg is a good base.
- The Vosges. Not sure how hot it gets in the summer but is further north than the alps so probably a little cooler. Gerardmer or Xonrupt would be a good base, particularly if you want a lake
- Northern Spain - Basque/Navarre. Tends to be cooler than southern Spain/Girona. But can be wet.

So it's more like generally good weather but thunderstorms sometimes instead of generally shitty weather all the time? I am happy to take the former :)
