Holding Cable Housing to Handlebars

Everything I've found searching online recommends taping cable housing to the handle bars (i.e. under the bar tape) using electrical tape. However anytime I've taken the bar tape off a pre-built bike the housings are held in place with thin clear tape, and it occurs to me that something less stretchy than electrical tape would be better to keep the cable routing "taut".
Does anyone know what the thin clear tape is, or have any suggestions for the best tape to use?

Of course it could be that it's just clear sticky tape and I'm over thinking this...

Possibly. For me, taping the housing to the bar is just to hold it in place while I'm fussing with the final wrap. When it's done everything stays in place quite nicely.
