WADA defines doping quite clearly, and it includes more than putting drugs and blood into your system (but not other forms of cheating such as illegal use of mechanical aids, except of course if such aids were used to break an anti doping rule).

From the WADA code:

Doping is defined as the occurrence of one or more of the anti-doping rule violations set forth in Article 2.1 through Article 2.10 of the Code.

While doping is clearly defined, there is a difference in the manner in which doping is deemed to have occurred and the sanctions that apply.

It is in Spain. Top country with the top team, and a country that widely celebrates Valverde, a proven doper. Coincidence? I think not.

Meanwhile, is never testing positive doping or not doping? The doper would say it is not doping.

99% of athletes could improve their normal T:E ratio from about 1:1 to a juiced 3:1 and never come close to testing positive. Great recovery too. Do they dope?

Too many stakeholders disinterested in running a clean-ish sport, so doping is okay to the UCI, national federations and the IOC.

I don't think I ever realised that eating black pudding would be an illegal activity for sportsmen.
