Labs, Test Collection, and the Organizers

Regarding the suspicion list now dissected to its fullest, can anyone describe the relationship between the test collectors, the race organizer, the UCI and the labs.

My understanding is the list was passed from the UCI to the people in charge of collecting the samples. I'm lead to believe that is not WADA. Is it the labs doing the testing hiring sample collectors?

Who directly pays the people collecting the samples? (ie, who is 'the customer' from the collector's view)
How many people are privvy to the testing agenda?
Who decides what tests are run and when is the decision made?

I ask because we know the riders tested and the tests performed were less than optimal according to published criticism about that TdF testing. I'm just wondering what the mechanics are of the testing.
 
I accidentally found this document that suggests the organizer has a good deal of influence regarding testing at least at the Giro. It strongly suggests Zomegnan is still suppressing CERA testing from 2008.

If the UCI is consistent, it is only in inconsistency in all matters but looking the other way.

In the last two years we have seen the UCI block national ADA's from involvement in the TdF and the TdC.

Honestly, why doesn't the UCI wrestle complete control of doping away from all of the has-beens and imposters like Fuentes? UCI's problems will not be solved until they can control sourcing and testing.

The Suspicion List only applied to the 2010 Tour de France. For that race, the AFLD was able to suggest riders for testing based on info from police or Customs. That went straight to the WADA office in Montreal, and they gave instructions to the AMA Independent Observers, who were only involved in that one race. The IO WADA employees made sure those tests were carried out, but decisions based on the SL came from the UCI guys on the scene. The only ones there from WADA were the observers.

The AFLD hopes to do testing at the Tour this year. They had a special situation as a kind of test, I believe at Paris-Nice, where people from labs were involved in the whole process. That's worth a Google, as it was really different.

would this suggest Zomegan got his revenge on Di Luca for the neutralisation by riders of the Milan stage, which i bet Zomegan had a hard time explaining to the Milan Hierarchy that paid a fortune to host it.

That fits with the rumous - afterall Dertie Cont beat Sella, Ricco and DDL but he's the only one who never tested positive.

So has there been any response to Solon's letter?

Nothing from CN covering it? You'd have thought this is the kind of story they should be jumping all over - but they seem to be happy to bury it.
