Officials from British Cycling declined to comment on Thursday night even though it is believed senior figures at the governing body are aware of the situation.
Officials from the rider’s professional team could not be contacted. The rider’s father refused to provide contact details for his son or his representatives.
The news will come as a hammer blow to British Cycling when the sport is already reeling from the discrimination scandal — exposed by Sportsmail this week — which has led to the resignation of technical director Shane Sutton.

British cycling descended deeper into crisis on Thursday night after it emerged that one of their leading riders has failed a drugs test.
Sportsmail can reveal that the rider, a road specialist but a former world champion on the track who is funded by British Cycling and is a member of the Olympic Podium Programme, is understood to have tested positive in a race in France last month.
The rider, who is known by this newspaper but cannot be named at this stage, was among those contesting for a place in the British team for the Olympic road race in Rio de Janiero this summer.
But his immediate future is now uncertain until further details are known surrounding the positive test.
Officials from British Cycling declined to comment on Thursday night even though it is believed senior figures at the governing body are aware of the situation. Sportsmail was unable to reach officials from the rider’s professional team.
The father of the rider was contacted on Thursday night but insisted he had no knowledge of the situation and refused to provide contact details either for his son or his representatives.

Two years ago another British rider, former Team Sky professional Jonathan Tiernan-Locke, was banned for anomalies in his biological passport.

But why do you assume it's not a Sky rider? Can't see anything about that in the article.

Cyclingnews contacted a representative of Team Sky who said the rider in question is not from the Birtish WorldTour team.
"It’s not a Team Sky rider," the spokesman said. "This is definitively not a Team Sky rider."
