I think this was a French bike manufacturer based in Lille, northern France, running from the 1940's up until the 1990's.
There were numerous Lelue's racing over the years, notably Philippe LELEU who won a stage of the TDF in 1983. He may or may not have been linked to the Leleu bike company.
There are still races in France with Leleu in the name.
Check out Leleu on Google France, you might find more information.
You will also find a few bikes and frames advertised for sale, none of them worth a great deal.
