As mentioned elsewhere, fire the UCI from all anti-doping enforcement. Let the local ADA open cases and the UCI becomes, at best, rider advocate in anti-doping.
Back-dated testing with current penalties will really discourage things as long as WADA can open cases.

You are correct though in your inference, new administrators do need experience and historical perspective to take this forward. And some of the recent direction for the sport that UCI has commenced seems good and ought to continue, eg, expanded focus on China.

I would also pick people who would move the UCI out of Swizterland to a major western city, preferably Brussels where they cant hide in the one of the worlds biggest banking embezzlement locations and the laws that protect such a country.
