Can someone tell me what the purpose of these games are ?

Is it for the second rate athletes who could not make the Olympic team ?

It seems to be a sub par games in my mind or are there going to be any big names ?

No - I believe it helps qualify riders for other UCI events. Top riders from the Americas compete and probably many of the riders who competed in the recent World Track Championships in Columbia.

It seems to be a sub par games in my mind or are there going to be any big names ?

I would like to see the Pan Am games held in Los Angeles - all the necessary facility exist and it would draw a large Hispanic audience. Could be a money maker for the ADT velodrome and the StubHub Center.
