Reading "Moderators" and "Member Suspension Appreciation/Depreciation Thread" I've got an impression that banning criteria isn't always firm and objective, often based on subjective interpretations.
So I think the abolition to the banned members would be a sign of good will before the biggest cycling event and a way of enriching the forum.
Banned members have already given their contribution during the off season, when activity of the forum isn't as intensive as it is during the Tour, so it would be fair to give them a chance to participate in discussions during the sport's most prominent and important event.
