That's not Phil Liggett in the ad. I believe that's Richard Byrne, the owner of Speedplay. The ad probably linked to a video on their website detailing the wind tunnel testing they did that supports the 33 seconds per hour saved claim.

That ad is freaking ridiculous. There is no way pedals play more than a minuscule role in aerodynamics. It certainly wouldn't give a 33 second advantage. That's completely laughable. The Speedplay cleat alone is a rectangular block, and completely not aero.

Speedplays are shallower than many other road pedals and cleats. The 33 seconds (0.9%) improvement only applies to 4 hole shoe soles - 3 are standard and it says the 3 to 4 adaptor with shims takes away 28 of those seconds because they double the front face cleat depth.
