At first I was a bit puzzled about what it was in Sweeny that EF wanted him. But after pondering for a moment I concluded that he's probably intended to take over from riders like Scully and Keukeleire who are getting older and declining.

7th confirmed incoming transfer to EF but only one rider confirmed to leave so far.

I don’t really know-/just was guessing re: Ineos tardy activity in the transfer market. Or were they supposing they would be involved in a merger?
Or perhaps they assessed the transfer market this year and determined that there were no difference makers. Tao and Danny Martinez were the top two GC riders with expiring contracts. I understand thinking letting Tao walk was a mistake, but INEOS know him better than anyone, so my theory is that INEOS has misread the market, thinking he (and perhaps Trek) was wrong about his value.

Oscar Rodriguez is the capitulation; INEOS is tacitly acknowledging that the market isn't where they thought it was.

You can't only buy stars though.

For every Yates, Bernal or Sivakov that they have signed, there's also a Fraile, Wurf, Elissonde or Wisniowski. They also have a history of signing training partners/friends/whatever to make their big names happy. Amador arrived with Carapaz, Golas arrived with Kwiat, Basso was a training partner of Moscon, Rivera is a friend of Bernal I think.

Don't know if the two Rodriguezes know each other, but maybe signing Oscar is part of getting Carlos to stay.
 
Apparently Ineos contacted Pogacar's agent, but if Pogacar's name came up amongst others the agent has, it does not say.
"In the last few months I can confirm that Ineos asked me if Tadej was free or not. But I told them he is under contract."

They moved mountains to get remco and couldn't so they enquire if pog is free knowing he isn't and has a €100million contract termination clause.

Since Ó. Rodríguez has already ridden for Astana and Movistar, he now has to move to INEOS to complete the next step in his Acquadro made career plan. Then after a few years there, he'll sign with Cofidis or whichever team the boss is on friendly terms with by then.

From before theyve had contracts with Aranburu, Guerreiro, Lazkano, Mas, Rangel, Romeo, Sosa & Samitier.

According to the article they will renew Jacobs, Cortina, Arcas, Barta, Gaviria, Rubio, Pedrero, Serrano, Torres, Muhlberger, Norsgaard & Oliveria.

And then they have apparently agreed with Cavagna, Formolo, Pelayo, Canal & Manlio Moro. Javi Romo and Jon Barrenetxea are also possible candidates.

That would mean an end of an era if Rojas and Erviti retiring.
