Germany got the most medals, that's true, but Tony Martin was third behind Millar, and so it's 2 silver (Arndt/Degenkolb) and 2 bronze (Martin/Kittel).
Thanks to the efforts of Tony Martin (time trial), John Degenkolb (U23 road race), Judith Arndt (Women's time trial), who scored silver medals, and Marcel Kittell who claimed bronze in the U23 men's time trial, Germany led the medal table with four.
