UCI Points Calculation

Just trying to figure out who's getting what points with rider transfers - and who might move up to the top 17-20 teams going for pro license next year, specifically I was promoted by Fly V Australia signing Robbie McEwan, and just has a bit of perusal of the UCI riders points and noticed that Matt Lloyd, who won a stage of the Giro and the climbers jersey only has 16pts - obviously winning the climbers jersey doesn't carry any points? But I would have thought a stage at a GT would carry some kudos - at least more than 16pts. I realise most of the rest of his year would be as a dedicated domestique with few opportunities for personal point gains, but 16pts for best climber and a stage seems a little stiff (Im sure there are lots of other riders with similar low point scores, but this caught my eye). Are the points highly biased towards race wins over stage wins?

Here are the UCI rankings. You can click for the points scale and the detailed gained points for riders and teams on the upper right side.

I have no clue about the transfers, and two year averages, etc., but for now, the points of top five riders on a team are counted.

Points are still up for grabs at the Vuelta, the two Canadian races, and Lombardia. Worlds don't count.
