There is one big thing that will keep pro cycling under the UCI and one less important thing. As long AS ASO keeps the Tour under UCI then there is really no hope for a new sanctioning organization to run an international cycling program. The Tour is really the 800 pound gorilla in this case. When ASO was really putting the squeeze on UCI I thought there was a chance that it would leave the UCI umbrella, but I wasn't sure if I really wanted ASO running (or an ASO shadow organization) running the whole thing. Now that they're cozy again, no chance.

The other thing is that the IOC recognizes the UCI as the sanctioning body for cycling and as long as cycling and cyclists want to be in the Olympics they it will stay under the UCI. There is just too close a relationship between the UCI and IOC to have any chance for them to break apart.

After looking this up on Wiki. I believe this is only possible if ASO and RCS will break away from the UCI. If those two breack away, I believe the UCI will have hard time to remain in existence

At one point, I also hoped that maybe ASO breaks away from the UCI and their ProTour for the benefit of cycling. But ASO has changed. They probably looked at their bottom line and saw that not all publicity is good publicity after all. I assume they're also losing money because German TV isn't showing their race this year.

For a private company, the more profitable way out might actually be to turn the whole circus into the equivalent of pro wrestling. None here should be happy with such a decision.

For me, it seems like the best way would be to reform the UCI from the inside. Of course it doesn't help that their parent organization, the IOC, is corrupt, too.
