This is Vuelta whose idea of a flat stage is one that ends with a bump or has a tough climb prior to a flat finish.
the points are there. And of coure, the CQ game is there to spice things up.

I'll go for c) I don't expect Cav to start.
Boonen said he has to find his own way in the sprints because the team would be build arond Uran, not mentioning a word about Cav...

I'd be a bit surprised if Cav started, it doesn't sound like he's going to have the legs to get over the climbs. Any chance he could ride the Tour of Britain instead?
