to give the dopers a headstart, i.e. time to anticipate, perhaps.
wada is aware that 90 percent of elite pros is on the juice.
decisions like this have to be brought with caution.

anyway, shows at what pace antidoping is developing.

That's the date the new code is due to start.

The 1/1/2009 code currently in place was approved in Nov 2007.
I'm not fully familiar with the changes in the code, but some will likely take time to train people and implement properly.
