What qualifies "Neo-Pro"?

Alex Howes raced in Europe with Slipstream GP Ouest I believe a few years ago..

Is he considered Neo-Pro this season?


Regardless he is bringing the hurt this season.

So if he raced pro for slipstream in 2009 how is he a neo now? even if it was one race

In a video in 2010, I think Vandevelde called Stetina a neo-pro. Not sure if it was a joke though since the video wasn't an interview, and I'm not sure if Stetina raced in Europe prior to that.

No, he is not. Like you said he rode for Slipstream in 2007, which was a 2nd tier Professional Team (which is now called Pro Continental).

He's also not a new professional in the sense of the UCI rules.

You are right, he is showing some good cycling at the moment!

As for Alex, what is his form like in Stage races? Multi week stages? Will he have a roster spot in any of them?

He probably won't take part in a GT this year. But he will most likely be starting the big U.S. races like California, Utah, and Colorado. We'll probably also see him in the Canadian races.

In the 2009 Tour of Utah, he won a stage, was 4th in GC, won the KoM, and was the best young rider.

Last year he had some pretty good results in Langkawi, won a stage at the Tour de Beauce, and was 4th overall.

So regarding stage races and one day races, he's pretty good at both.

A rider is actually a Neo-Pro for 2 seasons. They can also sign as a stagiaire and ride the last part of a season as a try-out.

It is possible that a rider can still be a Neo-Pro even though they have raced in 3 seasons

Technically a Neo-Pro is someone in their first year of a UCI license. Any UCI license. Usually Conti or Pro-Conti. I know some people like to think otherwise... but that's the official outlook.
