Why is Stevic still racing?

Yesterday, cyclingnews put up a (translated?) article on Ivan Stevic being thrown out of the Tour of Qinghai Lake for giving a middle-finger salute when he won. (see article)

But the real story here is why is Stevic still racing? Last I heard, he had a lifetime ban from CONI which he was appealing.

who knows, now it has become known more widespread maybe something will be done about it....goodway to attract attention to yourself if your hiding from coni...i dont think.

I think the ban goes into effect only if CAS upholds the ruling by CONI.

I can't be bothered to find a link, but he cut a deal with CONI. He pled guilty and thay gave him a reduced sentence of only three months, if I remember correctly. He still claims he was framed by his former teammates as they needed a fall guy.
