Hello!

I'm having issues fitting my tire because of the inner tube.

Basically, where the valve is the tire is lifted. Here are some picture, for a better understanding:

How can I prevent this? New inner tube or?

Cheers!

My guess is that you are pulling the valve stem towards the hub BEFORE the tire bead is seated in the rim.

While the tire is being fitted to the rim, PUSH the stem up into the tire to make sure there is room for the tire bead to seat in the rim. After the bead is seated, then pull the stem towards the hub.

Without air, push the valve outwards, to get the extra rubber around the base of the valve fully inside the tire, then seat the tire at that spot. Make sure the tube isn't oversized but matches the tire size also.
