Hi Alex, Which rider are you reffering to? and how do we know this rider was indeed clean (unless it was yourself ;)) I think the number for a clean rider is actually a fair bit lower. Most riders who rode before the EPO era was in the 5.7-6.0 range. I think Greg Lemond even said once that...

yes my time of about 49minutes was from the banner. I did however, notice that when the breakaway was at the 18.6km banner the graphic on the screen said about 17.3km to go.
