    You need to pair the HRM and unit every time you replace the battery as well. I would try that first. If that doesn't work, it's probably the HRM. Garmin's straps (especially the soft premium model) are notorious for failing, but most people I know were able to get Garmin to replace them.

    Quick release for track wheelset?

    Get yourself some Surly Tugnut's (or an equivalent from another brand). They make centering the wheel between the seatstays easy and they should prevent the the wheel from sliding forward.
