Have the ABC been preparing this program for a while? It seems unreal that they could have put this all together in the last week.

It's McQuaid trying to claw back some semblance of the UCI being in control. They've been usurped by the USADA and it makes them look like they are - culpable and ineffectual. So by 'amnesty', McQuaid means 'control who says what and to whom'. Bad luck on that deal though, that horse is out...

So few takers on the actual question then? ;) I think seeing changes in the UCI (PM to go at the very least) is part of the equation for me. There needs to be some change at that level for me to say 'this is over'.

Well, yes. An assumption on my part. It might not be over for you until the USADA sanction is rescinded and Armstrong is fully cleared of all charges!

It's not the SOL issue I was unsure of, it's the results management. As WADA weren't tasked by UCI to handle that until 2004 can they reach back prior to then in their sanctioning? It's probably in the WADA protocols somewhere, I'm sure.

Indeed. I think the result was the right one, and pretty emphatic too, but it's not as if the USADA didn't take some hits. The charging letter particularly, described as "woefully inadequate" and of "serious constitutional concern". The process could have been enjoined for that alone. The USADA...
