I've found 2, one on UCI which has a RiderID which is 11-digits. Another from cqranking.com which has a UCI_Code that appears to be a nationality (3-letter) followed by date of birth in YYYYMMDD format. There is also a Rider_ID, which I have no idea the source of. I'm in a Tour de France...
