Evading the effects of bad weather retrospectively just doesn't work. These guys don't need a protocol, They need a time machine.
 
The way this is going actually isn't that bad for Pinot. If Cepeda is constantly a few meters behind him he doesn't really save energy and Pino can probably handle him in a sprint. At the same time he is going at a pretty decent pace so he is actually even gaining time on the peloton right now.
