I also don't think Vingo is as strong here as he was during his best stages of the Tour (but we'll see tomorrow, maybe he will be super-prepared for this particular stage). OTOH he should go faster than in 2023 (due to clinical reasons). Let's say 41'57'', close but no cigar.

Tailwind? At elevation a light southern wind is expected so, due to switchbacks, mostly crosswind.

In Oviedo it's indeed more like tailwind (E or NE) but I see southern wind on 850 hPa prediction maps (around 1500 m ASL). It's not strong so it won't affect the climb much.

For me the primary reason I think it should be way faster than 2023 is that 2023 was paced by Wout Poels until 2km under the top. Perfect pacing is much more aggressive than that imo. And riders should be better than in 2025

The only problem I see is the stage is much longer than the usual Angliru stages, but Contador did 43'12 on the prehistoric year of 2008 after a 200km stage with even more climbing than this.
