Certainly looks amazing! Kazakhstan is certainly financially backing cycling!

What is the velodrome surface made of?
What is the slope of the banking?

Mutli-Use

I think the key to getting velodromes built is right there in the posted description, multi-use. Basketball, swimming, cycling, .... all in one facility.

As far as national sports go, I imagine cycling to be kind of cheap. Being tall is not a material requirement to do well in cycling. I imagine going after a basketball/football international presence is much more expensive, crowded, etc.

Remember that many teams in cycling are essentially national Olympics athlete development programs with a commercial title sponsor. The difference here is the Kazaks(sp??) are not hiding it.
