23,000 , that's bonkers. I can see a libel case or two coming up . There's bound to have been a failure and now they have found out why.

are companies able to insure against this sort of thing

23k bike recall will have a major financial impact to the organisation

you hear / read of huge automotive companies doing massive recalls also......... they stay in business and continue to sell vehicles

If you have been riding around on a recall bike for years [2011] and its been fine I doubt it's going to break now.
I doubt that they will have 23,000 bikes to deal with.
