Bike frame size... 31" inside leg, 6'1

Confused:

Considering getting a bike (Yes I know how active I am on the PRR forums) but I don't have the first clue ! Not planning to spend a massive amount

Anyway a couple of things, frame size - http://www.evanscycles.com/help/bike-sizing#road I am 185 cm so this seems to recommend a 58 or 69 frame.

But then I head to http://www.preloved.co.uk/adverts/show/108500388/mens-barracuda-nevada-200.html (Not going to buy this, just an example) and it is shown as a 44 cm frame but here is the kicker it states

Frame size(s): 17.5" (44cm)
Min. inside leg: 30.5" (77cm)

My inside leg is 31".

So do I just have short legs and so need a small frame or is it because my upper half of my body is (relatively) large I need a big frame.

Go to a LBS that does fits on the way to purchase. Not the "stand over, ride around the parking lot" type fit, but a real measure of your femur length, torso, arm length and flexibility and what you want the bike to do for you. Formulas and such, online, are just general ideas and/or starting places.
